The four taxes on freelance income in Portland
- 1Federal income tax, at your marginal rate.
- 2Self-employment tax — 15.3% on 92.35% of net profit, up to the Social Security wage base, then 2.9% Medicare above it.
- 3Oregon income tax, at Oregon’s rates, which are high.
- 4TriMet self-employment tax — a separate Oregon filing on self-employment earnings from business carried on inside the district. Nothing prompts you for it.
Plus, depending on income and address: Metro SHS, Preschool for All, and the Arts Tax if you live in the city.
Quarterly estimates, and the one useful shortcut
Estimated tax penalties are calculated quarter by quarter, so a catch-up payment in December does not undo an April underpayment. The reliable route is the prior-year safe harbour: pay 100% of last year’s tax (110% at higher incomes) and you are protected regardless of how good this year turns out to be.
Deductions that hold up
- Home office — a space used regularly and exclusively for business. The actual-expense method usually beats the simplified rate at Portland rents.
- Vehicle — standard mileage or actual expenses, with a contemporaneous log. A log reconstructed in April is an estimate.
- Health insurance — the self-employed health insurance deduction, above the line.
- Retirement — a solo 401(k) or SEP is the largest single lever most freelancers have.
- Equipment and software — with the depreciation or section 179 treatment that actually helps in the year you are having.
- Professional development, subscriptions and professional fees — ordinary and necessary for your trade.
- Qualified business income deduction — where your activity and income level qualify.
1099-K and the payment app question
A 1099-K reports payments processed through a third-party network. It does not create taxable income — the income was always reportable — but it makes it visible, and it creates a matching problem if your reported revenue is lower than the form. Reconcile the form to your own records before filing, and note that personal transfers mixed into a business account are exactly what makes this messy.
When to stop being a sole proprietor
The S-corp question comes up as soon as freelance income gets serious. The honest test is whether profit consistently exceeds reasonable compensation by enough to cover payroll administration, a separate return and the additional accounting — and it does nothing for Oregon CAT or the local business taxes. See entity selection.
I made $3,000 freelancing. Do I have to file?
Self-employment tax generally applies from $400 of net self-employment earnings, so yes, that income needs reporting even if no income tax ends up owed.
Do I need a separate bank account?
Not legally required for a sole proprietor, and practically essential. Mixed accounts are the single biggest source of bookkeeping cost and audit risk.
What is the TriMet self-employment tax?
A separate Oregon tax on self-employment earnings from business carried on inside the TriMet district, filed on its own form. It is missed constantly because national software does not ask.
Can I deduct coffee shop work?
The coffee is not deductible. Genuine business meals with a business purpose are partially deductible, with the current percentage depending on the year and the circumstances.
