Which tax jurisdictions Milwaukie is actually in
Milwaukie is in Clackamas County. Oregon’s local tax boundaries do not follow city limits or ZIP codes, so this is worth being precise about.
- Inside the Metro district, so Metro SHS applies to income above $128,000 single / $205,000 joint.
- Outside Multnomah County, so Preschool for All does not apply on residency — but it can still apply to income sourced to work performed in the county.
- Not in the City of Portland, though many Milwaukie businesses have Portland-sourced income and therefore Portland Business License Tax exposure.
- Inside the TriMet district, so the TriMet self-employment tax reaches self-employed people working here — see transit taxes.
The local economy, and what it means for a tax return
Light manufacturing and fabrication along the Willamette, a compact downtown commercial district, and a steady population of contractors and specialty trades. Many of these businesses have grown past the point where the books can be kept in a spreadsheet, and most discover it during a year when they also cross a filing threshold.
We work with clients around downtown Milwaukie and the Main Street district, the riverfront industrial blocks, the MAX Orange Line terminus and Sellwood, just across the city line.
Who we work with in Milwaukie

Tax preparation in Milwaukie
Milwaukie is six miles from our office and has a business base of makers, trades and independent retail — businesses where the return and the books are really one job.
Small manufacturers and makers here have inventory, equipment and often a wholesale customer in Portland, which turns a simple Schedule C into a multi-jurisdiction filing.
Milwaukie is inside the Metro district and inside Clackamas County — so Metro SHS applies and Preschool for All does not.
Because we are close, this is one of the places where clients genuinely do drop things off in person. That is worth something in February.

Tax situations we see in Milwaukie
Inventory turns a simple return complicated
A maker business crosses a line the first year it holds real inventory. Materials bought and not yet sold are not an expense, work in progress has to be tracked, and equipment brings depreciation choices that interact with the year you are actually having. Most of the businesses we pick up in Milwaukie were fine on a spreadsheet until inventory, a second employee and a wholesale customer arrived in the same twelve months.
Wholesale into Portland changes the filing set
Selling to Portland shops sources income to the city and to Multnomah County under market sourcing, which brings the Portland Business License Tax and the county Business Income Tax into scope for a business sitting entirely in Clackamas County. Registration is generally required whether or not tax is owed. It is the single most common gap we find in this town.
Inside Metro, outside everything else
Milwaukie sits inside the Metro district, so Metro SHS applies personally above the threshold and the Metro SHS business tax applies to businesses on district-apportioned income. It is not in Multnomah County, so no Preschool for All on residency, and not in the City of Portland, so no Arts Tax. Three answers, three different boundaries, all within a few miles.
Working with us from here
About six miles from the Clackamas office, fifteen minutes on SE 82nd or via Highway 224.
Most clients outside the immediate Clackamas area work with us remotely — secure document exchange, a phone or video appointment, and e-filing. If you would rather sit across a desk, both offices do that too: Clackamas and The Dalles.
Questions we get from Milwaukie
My shop is in Milwaukie but I sell to Portland stores. Do I owe Portland tax?
Possibly, on the apportioned share. The Portland Business License Tax and Multnomah County Business Income Tax follow where income is sourced, not where your premises are.
Do I owe Metro SHS?
Milwaukie is inside the Metro district, so yes on income above the threshold — for both the personal tax and, for a business, the Metro SHS business tax.
Can you do the books and the return?
That is the usual arrangement here. Books kept monthly by Katie, returns prepared by Heather from reconciled numbers rather than a March reconstruction.
When does a side project become a business for tax purposes?
Once you are carrying it on with continuity and for profit, which for most makers is well before they think of themselves as a business. Self-employment tax applies from $400 of net earnings, and the city and county registration questions arrive alongside it.
Can you help set the books up rather than clean them later?
That is much the cheaper order to do it in. A chart of accounts built for a business that holds inventory and sells across jurisdictions answers the sourcing and cost questions on demand, instead of requiring a reconstruction every March.
We sell at markets as well as wholesale. Does that change anything?
It changes where income is sourced, which is what the city and county business taxes turn on. Market sales in Portland source to Portland; sales at a Clackamas County market do not. Recording the venue on the takings makes that a report rather than a guess.
