Quarterly estimated taxes — federal, Oregon and local

Estimated tax penalties are calculated quarter by quarter. Paying the whole year’s tax in December does not undo an underpayment from April — which is why a catch-up payment often fails to remove the penalty people expected it to.

Who has to pay estimates

  • Self-employed people and freelancers with no withholding
  • S-corporation and partnership owners taking distributions
  • Landlords with net rental income
  • Households with large investment income or capital gains
  • Anyone who owed a significant balance last year and has not adjusted withholding
  • People above the Metro SHS or Preschool for All thresholds without employer withholding

The safe harbour

Federal estimated tax penalties are generally avoided by paying either 90% of the current year’s tax or 100% of the prior year’s tax — 110% for higher-income taxpayers. Paying to the prior-year safe harbour is the low-effort route: it is a known number, and it protects you even if this year turns out much better than expected. Oregon operates a similar structure, and the Portland-area local taxes have their own estimate rules.

The local layer nobody sets up

Metro SHS and Multnomah PFA both expect estimated payments where the liability is large enough and nothing is being withheld. Self-employed people above the thresholds routinely discover this in April of the following year, along with the penalty. We set up all the estimates that apply — federal, Oregon, and local — as one schedule rather than three.

What are the due dates?

Federal estimates are generally due 15 April, 15 June, 15 September and 15 January of the following year, with adjustments when a date falls on a weekend or holiday. Oregon follows the same quarterly pattern.

I have a job as well as freelance income. Do I need estimates?

Often not — increasing withholding on the W-2 job is usually simpler, and withholding is treated as paid evenly through the year regardless of when it was actually withheld. That is a genuinely useful quirk.

What if my income is unpredictable?

Pay to the prior-year safe harbour, which is a fixed known amount, and true up at filing. Or use the annualised method if the swing is large enough to justify the work.

I missed a quarter. What now?

Pay as soon as you can — the penalty accrues by the day, so a late payment is better than a later one. Then we recalculate the remaining quarters.
