Hood River County

Tax preparation and bookkeeping in Hood River, OR

Hood River runs on orchards, cider, wine, and a tourism and outdoor recreation economy that is intensely seasonal. Almost every tax question here has a timing dimension, because almost every business earns most of its money in a few months.

Which tax jurisdictions Hood River is actually in

Hood River is in Hood River County. Oregon’s local tax boundaries do not follow city limits or ZIP codes, so this is worth being precise about.

  • Outside the Metro district, so Metro SHS does not apply to residents here.
  • Outside Multnomah County, so Preschool for All does not apply on residency — but it can still apply to income sourced to work performed in the county.
  • No City of Portland taxes.
  • Outside the TriMet district, so there is no TriMet payroll or self-employment tax — the statewide transit tax on wages still applies.
  • Cross-border work runs the other way here: Klickitat and Skamania county residents in Washington commuting into Hood River are in the same position as Clark County commuters into Portland.

The local economy, and what it means for a tax return

Pears and apples in the valley, an established cider and wine sector, breweries, and a windsurfing and kiteboarding tourism economy that fills the town from spring to autumn. Seasonal labor, inventory and cost accounting for agricultural producers, and hospitality businesses with wildly uneven cash flow are the recurring themes.

We work with clients around the Hood River waterfront and event site, the orchards of the Hood River Valley, the fruit loop and its cideries and wineries and White Salmon and Bingen across the bridge.

Who we work with in Hood River

  • Orchardists across the Hood River Valley, most with equipment schedules going back decades
  • Cideries, wineries and craft producers with inventory ageing across tax years
  • Lodging, guiding and outdoor recreation businesses with a four-month revenue window
  • Households combining a wage job with a seasonal business
  • White Salmon and Bingen residents working on the Oregon side

What we do most of in Hood River

Tax situations we see in Hood River

Pre-productive costs and the year the trees start paying

Establishing an orchard block costs money for years before it produces anything. Those costs are generally capitalized rather than expensed, and depreciation begins when the trees become productive. Getting the establishment period wrong distorts every year in the sequence, and it is the kind of error that compounds quietly until a sale or a lender asks questions.

A season that does not fit four equal payments

A Hood River business earning most of its revenue between June and September and paying four identical estimated installments is overpaying in April and underpaying in September, and the penalty is computed quarter by quarter. The annualised income method pays in proportion to when the money actually arrived. It takes more work to calculate and it routinely removes the penalty entirely.

The bridge is a state line

White Salmon and Bingen are five minutes away and in a different state. Residents there working in Hood River have Oregon-source wages, an Oregon non-resident return, and frequently Oregon tax withheld on days they worked from home in Washington. It is the Vancouver question in a town of eight thousand, and nobody in this market has been raising it.

Working with us from here

About twenty miles west of our The Dalles office, twenty-five minutes on I-84.

Most clients outside the immediate Clackamas area work with us remotely — secure document exchange, a phone or video appointment, and e-filing. If you would rather sit across a desk, both offices do that too: Clackamas and The Dalles.

Questions we get from Hood River

Do any Portland-area local taxes apply here?

Not on residency. Hood River County is outside the Metro district and outside Multnomah County. The statewide transit tax still applies to wages for work performed here.

I live in White Salmon and work in Hood River.

You are a Washington resident with Oregon-source wages — an Oregon non-resident return on the Oregon-work portion. The same rules as the Portland–Vancouver commute, twenty miles further east.

Do you understand orchard and vineyard accounting?

Yes — it is a large part of what the Gorge office does. Inventory, seasonal labor, equipment depreciation and the timing questions that come with a harvest year.

Do any Portland-area taxes reach Hood River?

None of them on residency — Hood River County is outside the Metro district, outside Multnomah County and outside TriMet. The Oregon statewide transit tax still applies to wages for work performed here.

We run a tasting room and ship to other states. Anything unusual?

Yes — sales tax in the destination states, which is unfamiliar ground for an Oregon business, and a timing question on wine club revenue collected before the wine ships. Neither is difficult once set up and both are expensive to find three years late.

Do you handle orchard succession?

Yes. Land, equipment, the operating business and often a house all move at once, and the basis and timing questions differ for each. It is a conversation that belongs several years ahead of the transfer.
