Which tax jurisdictions The Columbia Gorge actually contains
The Columbia Gorge is in Wasco, Hood River, Klickitat and Skamania counties. Oregon’s local tax boundaries do not follow city limits or ZIP codes, so this is worth being precise about.
- No Metro SHS, no Preschool for All, no Arts Tax anywhere in the Gorge — every one of those is a Portland-area jurisdiction.
- No TriMet district; the Oregon statewide transit tax still applies to wages for work performed on the Oregon side.
- Washington-side residents working in Oregon file an Oregon non-resident return, exactly as Clark County commuters do.
- Agricultural provisions — farm income averaging, inventory, seasonal payroll, equipment — matter far more here than local income tax layers.
The local economy, and what it means for a tax return
Orchards, wheat and wine on the Oregon side; recreation, tourism and hospitality through Hood River and the Washington river towns; data centers and river freight around The Dalles; and wheat, cattle and wind energy on the Klickitat plateau.
We work with clients around The Dalles and the Columbia riverfront, the Hood River Valley orchards, the White Salmon and Bingen bridges and the Klickitat plateau and its wind farms.

Tax situations we see across The Columbia Gorge
Four counties, two states, no metropolitan taxes
Wasco, Hood River, Klickitat and Skamania counties sit outside every Portland-area tax jurisdiction. No Metro Supportive Housing Services tax, no Multnomah County Preschool for All, no Portland Arts Tax, no city or county business income tax, no TriMet. On the Oregon side, federal and Oregon tax and the statewide transit tax on wages are the whole of it, plus Oregon CAT for larger businesses. On the Washington side there is no personal income tax on wages at all.
The Gorge has its own cross-border commute
Everyone in this market knows about Vancouver and Portland. Almost nobody talks about White Salmon, Bingen, Lyle and Stevenson residents working in Hood River and The Dalles, which is the same question with the same answer seventy miles east. Oregon taxes work physically performed in Oregon; Washington workdays are not Oregon-source; over-withholding is recoverable across the open years. We have yet to meet a Gorge household that had been told this by anyone.
Seasonality changes how tax should be paid, not just how much
A business earning most of its revenue between June and September and paying four equal estimated installments is overpaying early and underpaying late, and the penalty is calculated quarter by quarter. The annualised income method matches payments to when the money actually arrived. It takes more work to compute and it routinely removes the penalty entirely for orchards, cideries and lodging.
Land income comes in several shapes
Wind and solar leases on the Klickitat plateau produce annual rent, easement payments and sometimes construction-period compensation, and the three are treated differently — one of them may be a reduction in basis rather than current income. Timber sales raise capital gain and depletion questions. In both cases the agreement decides the answer, which is why these are conversations to have before signing rather than the following April.
Cities and communities in The Columbia Gorge
Working with us from here
Our Gorge office is in downtown The Dalles at 119 East 2nd Street, Suite 207, and serves both sides of the river.
West of Hood River the Gorge narrows toward Cascade Locks and Multnomah County, where the Portland-area tax layer begins. East of Goldendale the country opens into dryland wheat and the economics change again. Our Gorge office in The Dalles sits roughly in the middle of the stretch we serve.
Most clients outside the immediate Clackamas area work with us remotely — secure document exchange, a phone or video appointment, and e-filing. If you would rather sit across a desk, both offices do that too: Clackamas and The Dalles.
Questions we get from The Columbia Gorge
Do Portland taxes apply in the Gorge?
No. Metro SHS, Preschool for All and the Arts Tax are all Portland-area jurisdictions with no reach here.
I live in Washington and work in Oregon. Same rules as Vancouver?
Exactly the same. Oregon taxes work physically performed in Oregon; your Washington workdays are not Oregon-source.
Do you have an office here?
Yes, in downtown The Dalles on East 2nd Street, a block from the courthouse.
Do I need an Oregon return if I live in Washington and only work there?
Not on wages. An Oregon return is needed where there is Oregon-source income — work physically performed in Oregon, Oregon rental property, or an Oregon business interest.
Can you handle both sides of the river in one engagement?
Yes, and for most Gorge households that is the point. One preparer who understands the Oregon return, the Washington-side obligations and the sourcing question between them, rather than two who each see half of it.
