County

Tax preparation and bookkeeping across Multnomah County

Multnomah County is the only place where the Preschool for All tax applies on residency, and it is where the Portland-area tax stack reaches its full height. Understanding which of its taxes follow the county line and which follow the city line is most of the battle.

Which tax jurisdictions Multnomah County actually contains

Multnomah County is in Multnomah County. Oregon’s local tax boundaries do not follow city limits or ZIP codes, so this is worth being precise about.

  • Preschool for All applies to all county residents above the threshold — Portland, Gresham, Troutdale, Fairview, Wood Village and unincorporated areas alike.
  • Metro SHS applies across the urbanised portion of the county.
  • The Arts Tax applies only inside the City of Portland — so a Gresham resident owes Preschool for All but not the Arts Tax.
  • Portland BLT and Multnomah County BIT apply to businesses, on separate but related bases.

The local economy, and what it means for a tax return

The most diverse economy in the region — healthcare, technology, creative and professional services, hospitality, distribution and a very large freelance population. It also has the highest concentration of households above every local threshold.

We work with clients around the City of Portland, the east county cities along I-84, the West Hills and Sauvie Island and the Columbia and Willamette confluence.

Who we work with in Multnomah County

  • Freelancers, designers, developers and consultants — the county has an unusually high share of Schedule C filers
  • Restaurants, bars and independent retail along the commercial corridors, where payroll and inventory are the real work
  • Professional partnerships downtown, most of them candidates for the PTE-E election
  • Healthcare and dental practices with a handful of employees and full local withholding obligations
  • East county trades and service businesses in Gresham, Troutdale, Fairview and Wood Village
  • Landlords, including Clark County residents with Oregon rental property

What we do most of in Multnomah County

Tax situations we see across Multnomah County

The heaviest stack in Oregon

A Portland household above both thresholds files a federal return, an Oregon return, a Metro Supportive Housing Services return, a Multnomah County Preschool for All return and an Arts Tax filing. That is five filings with four governments, and only two of them are the ones anybody expects. Add a business and you add the Portland Business License Tax, the county Business Income Tax and possibly Oregon CAT. No other county in the state comes close.

The county line and the city line are different lines

This is the single most common misunderstanding we correct. Preschool for All follows the county boundary, so Gresham, Troutdale, Fairview and Wood Village residents owe it. The Arts Tax follows the City of Portland boundary, so those same residents do not owe that. Metro SHS follows a third boundary again. People move east expecting to leave the Portland taxes behind and take one of the three with them.

Withholding that has not caught up

Employers have withholding obligations for both Metro SHS and Preschool for All above the thresholds, and a great many of them set the payroll up once and never revisited it. Employees who changed to hybrid or remote schedules are frequently having local tax withheld on days they never entered the county — and employees who crossed a threshold mid-year are frequently having nothing withheld at all. Both are correctable, and both are usually discovered in April.

A county full of unincorporated addresses

Large parts of the county are unincorporated and carry a Portland mailing address without being in the City of Portland. That decides whether you owe the Arts Tax, and it is not something a postcode will tell you. The city and the county both publish address lookups; between them they answer the question definitively in about a minute.

Working with us from here

Fifteen to thirty minutes from our Clackamas office depending on where in the county you are.

Clackamas County to the south and Washington County to the west both sit partly inside the Metro district but neither levies a county income tax, so crossing either line removes Preschool for All from a household’s position. Clark County, across the river, removes Oregon income tax on residency but not on Oregon workdays.

Most clients outside the immediate Clackamas area work with us remotely — secure document exchange, a phone or video appointment, and e-filing. If you would rather sit across a desk, both offices do that too: Clackamas and The Dalles.

Questions we get from Multnomah County

Does Preschool for All apply outside Portland?

Yes — throughout Multnomah County, including Gresham, Troutdale, Fairview and Wood Village.

Does the Arts Tax apply outside Portland?

No. It is a City of Portland tax only.

I live in unincorporated Multnomah County.

Then Preschool for All applies on residency, the Arts Tax does not, and Metro SHS depends on whether your address is inside the district. Check by address.

I live in unincorporated Multnomah County. What applies?

Preschool for All applies, because it follows the county line. The Arts Tax does not, because you are outside the City of Portland. Metro SHS depends on whether your address is inside the Metro district — most urbanised parts of the county are.

Does Preschool for All apply to non-residents?

To income sourced to the county, yes. A Lake Oswego or Vancouver resident working at a downtown Portland office can owe it on the county-sourced share of their wages while owing nothing on the rest.
