Multnomah County

Tax preparation and bookkeeping in Portland, OR

Portland households carry the heaviest local tax stack in Oregon. A single working couple in the city can owe federal tax, Oregon tax, Metro SHS, Multnomah Preschool for All and two Arts Tax payments — five filings, four thresholds, three governments.

Which tax jurisdictions Portland is actually in

Portland is in Multnomah County. Oregon’s local tax boundaries do not follow city limits or ZIP codes, so this is worth being precise about.

  • Inside the Metro district, so Metro SHS applies to income above $128,000 single / $205,000 joint.
  • Inside Multnomah County, so Preschool for All applies above $125,000 single / $200,000 joint.
  • Inside the City of Portland, so the Arts Tax applies at $35 per qualifying adult.
  • Portland Business License Tax and Multnomah County Business Income Tax apply to businesses operating here — see Portland business taxes.
  • Inside the TriMet district, so the TriMet self-employment tax reaches self-employed people working here — see transit taxes.

The local economy, and what it means for a tax return

The city’s tax profile is shaped by a large freelance and creative economy, healthcare around OHSU and the hospital systems, apparel and design, and a hospitality sector with a lot of owner-operators. That means an unusually high proportion of Schedule C filers, and a lot of households where one W-2 income and one self-employed income interact badly with quarterly estimates.

We work with clients around the Pearl District and downtown core, the Central Eastside industrial district, the hospital cluster on Marquam Hill and the neighborhood commercial strips on Hawthorne, Division, Alberta and Mississippi.

Who we work with in Portland

  • Freelancers and independent creatives, who between them make Portland the densest Schedule C market we serve
  • Restaurant, bar and coffee owners along the commercial corridors
  • Healthcare staff and practitioners around the hospital cluster on Marquam Hill
  • Professional partnerships downtown and in the Pearl, most of them PTE-E candidates
  • Landlords with rental property inside the city, where registration is a separate obligation from the tax

Tax situations we see in Portland

Four thresholds in one household

A Portland couple can sit above the Metro SHS threshold, above the Preschool for All threshold, above the federal bracket edge that changes their marginal rate, and above the Arts Tax income floor — four separate lines, none of which move together, and only one of which anybody warned them about. Crossing a threshold in November costs money that crossing it in January does not, which is why year-end planning is worth more in this city than almost anywhere in Oregon.

The freelance stack

Going independent in Portland means acquiring four taxes at once and only noticing two. Federal income tax and self-employment tax are expected. Oregon income tax at some of the highest state rates in the country is usually understood. The TriMet self-employment tax, filed on its own Oregon form, is missed almost universally — national software does not prompt for it, and a freelancer who moved here has no reason to know it exists.

A Portland address is not always Portland

Large stretches of unincorporated Multnomah County carry Portland mailing addresses, and parts of the city extend into Washington and Clackamas counties. That decides whether the Arts Tax applies and which county tax you are in. It is a one-minute lookup and we check it on every new Portland client rather than taking the address at face value.

Working with us from here

Fifteen to twenty-five minutes from our Clackamas office depending on which side of the river you are on, and most Portland clients work with us remotely in any case.

Most clients outside the immediate Clackamas area work with us remotely — secure document exchange, a phone or video appointment, and e-filing. If you would rather sit across a desk, both offices do that too: Clackamas and The Dalles.

Questions we get from Portland

Do I owe both Metro SHS and Preschool for All?

If you live in the City of Portland and your income is above both thresholds, yes — they are separate taxes with separate calculations. Portland sits inside both the Metro district and Multnomah County.

I live in Portland but work in Vancouver. Does that help?

Not for Oregon tax. Oregon taxes residents on worldwide income and Washington levies no wage tax, so there is nothing to credit. Your local taxes follow your Portland residency regardless of where you work.

My address says Portland but I am not sure I am in the city.

Common, particularly in unincorporated Multnomah County and near the Washington County line. A Portland mailing address is not the same as being inside city limits. Use the official address lookup — it changes whether you owe the Arts Tax.

I freelance and made under $30,000. Does all of this really apply?

Self-employment tax applies from $400 of net earnings and the TriMet self-employment tax applies to business carried on in the district regardless of size. The Arts Tax applies from $1,000 of your own income if your household is above the federal poverty level. Metro SHS and Preschool for All will not apply at that level. So: yes to three of the five, no to two.

Do I need to register my rental property with the city?

Portland requires residential rental registration, and there is a schedule filed alongside the city business tax return. It is separate from reporting the income on your federal and Oregon returns, and it catches out-of-town landlords in particular.
