Why Vancouver is different
Washington has no income tax withholding, but does have Paid Family and Medical Leave and workers’ compensation obligations. Oregon has an entirely different stack. An employer with both needs both.
The decisive question for every employee is where the work is physically performed. An Oregon employer with a Vancouver-based remote employee generally has no Oregon withholding obligation for those wages.
Getting it wrong is expensive in both directions: over-withholding Oregon costs the employee cash flow all year, and under-withholding creates an employer liability.
Which tax jurisdictions apply here
- Washington levies no personal income tax, so there is no state return on wages — but Oregon workdays are Oregon-source income. See the cross-border hub.
- No Metro SHS or Preschool for All on residency — but both can apply to income sourced to those jurisdictions if you work there. This surprises people.
- Washington has a capital gains tax on certain long-term gains, and a B&O tax on business receipts.
- The City of Vancouver levies its own business license and B&O requirements separate from the state.

Questions from Vancouver
I live in Vancouver and work from home for a Portland company. Do I owe Oregon tax?
Generally not on wages for work performed at your Washington home. Oregon sources wages to where the services were physically performed and does not apply a convenience-of-employer rule. If Oregon tax was withheld, a non-resident return is how you recover it.
I go into the Portland office twice a week. What changes?
You are hybrid, so a portion of your wages is Oregon-source and a portion is not. The split comes from a day count — see hybrid workday allocation.
Can Portland really tax me when I live in Washington?
Metro SHS and Preschool for All apply to income sourced to those jurisdictions, including wages earned by non-residents working there. So a Vancouver resident with Portland workdays above the thresholds can owe a local Portland-area tax while owing nothing on their Washington workdays.
How many years back can I claim?
Generally three years from the original due date. If your work pattern changed during the pandemic and the withholding never followed, more than one year is often still open.
