How we chose
- Credential: a firm is listed only if its own website shows an Oregon Licensed Tax Consultant (LTC) on staff. Firms we found that did not show one were left off this list.
- Local office: each firm names an Oregon city on its own site.
- Services: each firm lists tax preparation for individuals or businesses on its own site.
- We did not look up each license in the Board’s Licensee Lookup for this list. Where a firm prints a license number, we repeat it as printed. You can check any license yourself with the Oregon Board of Tax Practitioners.
LTC, LTP, EA and CPA: what each one means in Oregon
Oregon licenses paid preparers of personal income tax returns. The Oregon Board of Tax Practitioners issues two licenses, and two other credentials sit alongside them.
| Credential | Issued by | What it means in Oregon |
|---|---|---|
| Licensed Tax Consultant (LTC) | Oregon Board of Tax Practitioners | May prepare Oregon personal income tax returns for a fee, on their own or as an employee. The Board describes it as the experienced level, and it is the license that can supervise tax preparers. |
| Licensed Tax Preparer (LTP) | Oregon Board of Tax Practitioners | The Board describes it as the apprenticeship level. A preparer must work under the supervision of a Licensed Tax Consultant, a CPA, a public accountant or an attorney. |
| Enrolled Agent (EA) | IRS | Unlimited practice rights before the IRS: any taxpayer, any tax matter, any IRS office. An EA who prepares Oregon personal returns for pay must be licensed or registered with the Board. Since 5 June 2026, under Senate Bill 1510, an EA can register as a Registered Enrolled Agent without the state exam; an EA who wants the consultant license can take only the state portion of the consultant exam. |
| Certified Public Accountant (CPA) | A state board of accountancy | Oregon law exempts CPAs with an active license, and their employees, from the Board of Tax Practitioners license. Attorneys acting as attorneys are exempt too. |
Because a preparer needs a supervisor and a consultant does not, an LTC on staff means someone at the practice holds the license the Board describes as the experienced level for personal returns. It says nothing about IRS representation on its own; that comes from being an EA, a CPA or an attorney.

How to check a license before you hire
Ask for the license number and look it up with the Oregon Board of Tax Practitioners. Consultant licenses expire each year on 31 May and preparer licenses on 30 September, so a number printed on a website can lapse. For an Enrolled Agent, the IRS keeps its own verification tool. Whoever you choose, talk to them about your situation before you commit, and ask who will actually prepare and sign your return.
Is a Licensed Tax Consultant the same as a CPA?
No. An LTC is licensed by the Oregon Board of Tax Practitioners to prepare Oregon personal income tax returns. A CPA is licensed by a state board of accountancy, and Oregon law exempts CPAs from the tax practitioner license.
Can a Licensed Tax Preparer do my return?
Yes. An LTP can prepare returns, but the Board requires a preparer to work under the supervision of a Licensed Tax Consultant, a CPA, a public accountant or an attorney.
Does an LTC represent me if the IRS writes?
The Oregon license covers preparing Oregon personal returns. Representation before the IRS comes from being an Enrolled Agent, a CPA or an attorney, so ask which credential the person handling your notice holds.
How do I verify a license number?
Use the Licensee Lookup on the Oregon Board of Tax Practitioners website, or call the Board. For an Enrolled Agent, use the IRS verification tool.
