Heather’s Tax Service & More

Best-of list

Best Tax Services in Happy Valley and Oregon City (2026)

About this list: it is published by Heather’s Tax Service & More (Heather Perkins, Enrolled Agent, Licensed Tax Consultant# 35746-C), and we have ranked ourselves first. The ranking is our own opinion, not an independent review. The other firms follow in alphabetical order, described only from what their own public websites said when we checked in September 2026. We have no business relationship with any of them, and none paid or asked to be listed. To correct or remove a listing, email info@hts.tax.

Oregon City, the county seat, has a row of tax offices along Molalla Avenue and nearby streets. In Happy Valley, we could not find a tax preparer with its own website to list. Here are the practices we found, what each one says about itself on its own website, and what to ask before you book for the 2026 tax year.

How we chose

  • Local office: each practice after ours names an office in Oregon City on its own website. We could not find a tax preparer based in Happy Valley with its own website to list. Our Clackamas office is next to Happy Valley, so we have included it for Happy Valley households.
  • Credential: we note the credential each site states, in the site’s own words. Where a site states none, we say so and describe its services only.
  • Services: each one lists tax preparation for individuals, businesses, or both.

Before you choose, it helps to know what the titles mean. In Oregon, anyone preparing personal returns for pay must be licensed or registered with the Oregon Board of Tax Practitioners unless they are exempt, as CPAs and attorneys are. Since 5 June 2026, an Enrolled Agent can register with the Board as a Registered Enrolled Agent. An Enrolled Agent is licensed by the IRS and has unlimited rights to represent taxpayers before it. Ask who will prepare and sign your return, and check that person’s license yourself.

What to ask any preparer near Happy Valley or Oregon City

  • Who prepares and signs the return? Ask for that person’s credential and license number, and check it with the Oregon Board of Tax Practitioners Licensee Lookup or, for an Enrolled Agent, the IRS verification tool.
  • Do you handle a commuter household? If anyone in the household works in Portland or across the river in Washington, ask whether the preparer handles every state and local filing that follows from that. See multi-state returns.
  • Is there a trust or an estate involved? Two practices on this list mention trust and estate returns on their websites. If you need one, ask whether the practice prepares Form 1041 regularly.
  • How is the fee set? Ask for a starting price and what moves it, before any work begins.

The 2026 tax year return is due 15 April 2027, and W-2s and 1099-NECs for 2026 are due out by 1 February 2027. The tax document checklist lists what to gather, and the tax deadline calendar has every date.

Is there a tax preparer in Happy Valley?

We could not find a tax preparer based in Happy Valley with its own website when we checked in September 2026. Our Clackamas office is next to Happy Valley, and the other practices on this list are in Oregon City.

What does "Licensed Tax Consultant" mean in Oregon?

It is a license from the Oregon Board of Tax Practitioners. A Licensed Tax Consultant can prepare returns and supervise Licensed Tax Preparers. Oregon law limits the title "tax consultant" to people who hold that license.

Can a tax preparer deal with the IRS for me?

Representation before the IRS comes from being an Enrolled Agent, a CPA or an attorney. If a letter is part of why you are looking, ask each practice who would handle it. See IRS representation.

Can I work with a preparer here without coming into the office?

Ask each practice. We work with clients in person in Clackamas and The Dalles, and remotely across the United States.
